Apex has been working with the State of Delaware on the Herman M. Holloway Campus for over nine years. This site is an existing State headquarters for the Department of Health and Social Services and is also an existing mental hospital. The hospital and headquarters remained in operation during all phases of the project which included construction of buildings and roadways.
Campus Analysis: The campus has buildings and utilities in excess of 100 years old and until the 1980’s, no form of stormwater management. Apex prepared a comprehensive engineering analysis for the entire 130-acre facility. First a set of control points was used for the preparation of an aerial topographic survey. A comprehensive review of the voluminous records was conducted to piece together the existing drainage system throughout the campus. This utility network was transferred from map format into AutoCAD database in order to be incorporated into the latest topographic survey. Apex performed data review, interviews and extensive field reconnaissance to determine problems within the developed watershed.
Delaware Psychiatric Hospital: Recently Apex prepared Record and Site plans for the new Delaware Psychiatric Hospital. This project consisted of preparing a minor land development plan for a new 350,000 square foot hospital on the existing Herman Holloway Campus of the Delaware Health and Social Services Department. Services provided include property and topographic survey, site design and layout, parking lot grading and design, stormwater management design, utility design and connections, relocations of site features, and plan approval services with both New Castle County and the State of Delaware.
